Helmets to be banned in Bicutan

Motorcycle riders will soon need not wear helmets once the resolution filed by a representative of the Barangay (Village) Western Bicutan, south of Metro Manila, that will ban its use were approved by village leaders, according to a report by the Manila Bulletin.
The helmet ban was proposed in the area in order to curb the rising crime.
It was explained that wearing the protective head gear will only be prohibited on side streets of the village and not on the major roads.
Citing four shooting incidents that victimized businessmen in February, Juna Arboleda, the brains of the helmet ban, said that it is a way to fight the criminality in their locality, which has recently seen a rise from motorbike-riding suspects.
Author's note: Prohibiting the use of helmets will place innocent riders at risk, which is a crime as well. Is helmet ban the only way to prevent crimes? What are the police and barangay tanod (village managers) doing in your area?
